1) Pick a pot that is at least 2x the height of the bulbs you are planting. Fill the bottom with nutrient rich soil. (if you are using Paperwhites, use pretty pebbles. Place the bulbs in the pot, and cover with more pebbles until a third of the bulb is covered. Fill with water until the water covers the bottom of the bulbs then move to step 4).
2) Place the bulbs (tip up) on the bed of soil. Cover with more soil until the bulbs are almost completely covered. The tips should stick up just a bit.
3) Moisten the soil and bulbs.
4) Place the pot of bulbs in a cool dark place (a cold basement or a refrigerator works best). Store for 8-10 weeks. (Keep moistened).
5) When the bulbs begin to shoot. Pull them out of hibernation and put in an area with lots of sun.
This technique works well for sweet smelling Hyacinths, Tulips, and Paperwhites. Be sure to use a few bulbs per pot, but not let the bulbs touch each other or the sides of the pot.
